Two sets of pier vibration measurements of Kao-Ping-Hsi Cable-Stayed Bridge taken under different conditions are analyzed with the stochastic subspace identification and empirical mode decomposition techniques to explore the possible environmental effects on the vibration-based approach for scour monitoring. The most important discovery is that the pier frequencies can be increased when the water level is considerably elevated without seriously changing the scour depth.
