In order to reduce the national carbon emission, China introduced the free carbon emission quota system for thermal power units in the electric power industry. However, because the system does not consider the development conditions of clean energy in different regions, there are still some improvements in the quota formulation method adopted. This paper proposes a carbon emission quota revision model for thermal power units to promote the development of clean energy. The model first considers the deep peak-regulating demand of thermal power units to ensure that the carbon index of thermal power units to promote clean energy consumption of deep peak regulation emission demand. Secondly, the model establishes four kinds of indicators affecting carbon emission, and introduces entropy weight method to determine the weight of each indicator. On above basis, a carbon emission credit correction method based on clean energy correction factor was established, and the existing regional carbon emission credits are revised to keep the total emission index unchanged. Finally, an example is given to verify the correctness and effectiveness of the proposed carbon emission correction model.
