We develop a low-loss (0.7 dB/cm) InP-on-insulator waveguide at 2-μm-wavelength range. A large nonlinear parameter of 270 W -1 m -1 is obtained with suppressing two-photon absorption. We also demonstrate over 10 5 quality factors of ring resonators.
