This paper presents a methodology to strategically locate EV fast charging stations (FCSs) in large territories (e.g., countrywide scale). The methodology can support planning exercises involving stakeholders of the electricity and transport sectors. It suggests a network of fast chargers that can jump-start the adoption of EVs, procuring lower investments where data for optimization is lacking and the demand for the service is incipient, as in most countries. The methodology considers supplying FCSs in metropolitan areas and ensuring their availability in routes connecting distant places, while reviewing the technical feasibility of the locations. The methodology has been successfully implemented in Costa Rica, as it served as technical input to an Executive Order defining the locations of 34 necessary FCSs across the country, and an additional 13 stations that increase reliability. Due to its simplicity and scalability, the methodology can be used in other countries to define the location of FCSs.
