In this work, a reflective metasurface based ultrathin polarization converter is proposed. The designed converter is based on an anisotropic metasurface that achieves wideband linear-to-circular polarization conversion. The polarization conversion bandwidth ranges from 24 - 28.5 GHz with a fractional bandwidth of 17.14%. The converter has a 3dB axial ratio bandwidth (ARBW) of 24.8% (23 - 29.5 GHz). It is verified through simulations that the designed converter efficiently converts an incident linearly polarized wave to reflected circularly polarized wave with efficiency of conversion (EOC) greater than 99.5%.
