The performance-based seismic design (PBSD) permits the structure to be designed according to owners requirement to achieve the desired damage state under an earthquake event with specific return period. Though this method is not new, the present PBSD procedures are mostly subjective, qualitative, and partial probability. In order to reduce the gap between the PSBD method and the current design practice, the process of PBSD was investigated. The proposed PBSD process includes four steps, e.g. seismic hazard analysis, structural analysis, damage analysis and loss analysis. The whole procedure is full probability, considering the uncertainty or variability of strength and demand distribution. The implementation of each step was summarized. For the length limited, the detailed process, such as structural probability analysis and damage estimation empirical regression were not provided. At last the quasi-static cyclic test of two precast segmental columns were presented, in which the damage states were recorded and defined.
