Affected by the high infiltration of renewable resources in the power system, the existing coal-fired units are facing the challenges of peak load shifting and frequent start-up and shut-down. Therefore, it is vital to enhance the flexibility and economy of coal-fired units in the electricity energy market. This paper proposes a clearing model that specifies the cost during start-up and shut-down stages based on the minimum generation cost declared by market players. An example is built to verify the reliability of the total cost and behavior of units.
