The paper presents a deterministic based intelligent decision making system that aims to solve the optimal collision avoidance process in the open sea. The calculation has been simulated on a web based application system developed with the “JavaScript” programming language on the “Processing” software platform. Algorithm structure of the method has been formulated and organized according to the International Regulation for Preventing Collision at Sea (COLRGs). Simulation tests have been showed that the proposed method is consistent and can provide assistant to system operators effectively. It is thought that the developed method provides contribution for ship collision avoidance process, automation of ship motion control and ship traffic engineering.
