The traditional model of wetland protection is relatively advantageous such as"opportunism of administrative law enforcement personnel","coordination difficulties of multiple regulatory agencies"and"continuous operation costs".In order to realize the whole process of wetland ecological protection and urge wetland administrative departments to actively perform their duties,it is necessary to integrate the preventive environmental administrative public interest litigation into the wetland protection system.The scope,timing and litigation procedure of the preventive environmental administrative public interest litigation should be clarified through legislation or judicial interpretation.
