随着国家水资源刚性约束制度逐步落实,区域水权初始分配对实现水资源集约安全利用具有重要意义,可以推动水资源优化配置,提升水资源利用效率.针对水权初始分配问题引入有限理性决策方法,提出一种基于后悔理论的水权初始分配优化方法,并将其应用于浙江省德清县对河口水库.结果表明,该方法可以有效帮助水资源管理人员制定和优选水权初始分配方案,水权初始分配的社会效益、经济效益和生态效益较现状分配结果分别提高15.2%、15.0%和6.7%,研究成果为水库水资源优化配置和管理提供可靠依据.
With the gradual implementation of Rigid Constraint System of Water Resources,the initial allocation of regional water rights is of great significance for the intensive and safe use of water resources,which can promote the optimal distribution of water resources and improve the efficiency of water resource utilization.Aiming at the optimization problem of water rights initial allocation,the bounded rational decision-making method is introduced,and an optimization method for initial allocation of water rights based on regret theory is proposed in this paper.The new model is applied to Duihekou Reservoir in Deqing County,Zhejiang Province.The results show that this new method can effectively assist water resource managers in formulating and optimizing initial allocation plans for water rights.Compared to the current allocation results,the social,economic,and ecological benefits based on the new model have increased by 15.2%,15.0%and 6.7%respectively.The research results can provide a reliable basis for the optimal allocation and management of reservoir water resources.
