心灵治理、情感治理、情绪管理和情绪劳动都是近年来有关柔性治理的热点话题.然而,这四个概念之间的关系从未被完全厘清.本文通过梳理研究发现,源于溯因深度和价值理性的差异,情感治理的一条操作链得以呈现:情感治理旨在实现包括良好干群关系在内的社会正向情感氛围,其向上游可以追溯至更深层的心灵治理,解决人根本的价值修养问题;向下游延伸至更显性且更易操作的情绪管理,并通过情绪劳动作为情绪管理的对价进行指标测量,进而塑造公务员的工作规范和直接影响公民的公共服务体验.理顺四者的逻辑关系,有助于深入理解情感治理的内涵,也为情感治理提供了一个源头治理路径和更容易操作的抓手.
Mentality governance,affective governance,emotion management,and emotional labor are all hot topics in recent years regarding flexible governance.However,the relationship among these four concepts has never been fully clarified.Due to differences in the depth of causality and value rationality,an operational chain of affective governance emerges:affective governance aims to create a positive affective atmosphere in society,including fostering good relationships between the government and the public.It traces upstream to deeper levels of mentality governance,addressing fundamental issues related to individual values and moral cultivation.Downstream,it extends to more explicit and manageable emotional management,measured through emotional labor as an consideration.This process then shapes the work standards of civil servants and directly influences the public service experience of citizens.Clarifying the logical relationships among these four concepts not only helps to deepen the understanding of the essence of affective governance but also provides a more practical lever for its implementation.
