No. of bitstreams: 1 Tese - Margarete Hirdes Antunes.pdf: 3154674 bytes, checksum: efa5039df7d0b38325727d4779731a53 (MD5) Previous issue date: 2022-04-07 This thesis aimed to analyze the reflections of the neoliberal project in the education policy in Rio Grande do Sul performing a study of the last three government administrations from 2010, through the investigation of the legislation that guarantees education as a fundamental right, that is, the National Education Plan, the State Education Plan, and the documents with the government platforms of the administrations Tarso Genro (2011-2014); José Ivo Sartori (2015-2018) and Eduardo Leite (2019-2021), comparing the administrations with respect to the production and execution of educational policies in the State, tracing possible contradictions exposed in the process of educational policies in the respective administrations. The research approach is quanti-qualitative, the methodology used consists of an extended case study and the method, a documentary research. The data were analyzed with the help of the software IRAMUTEQ (Interface de R pourles Analyses Multidimensionnelles de Textes et de Questionnaires), which enables statistical analysis of textual data, that is, lexical analysis. The contradiction of the State restricting public investments but not unprotecting the financial market and private institutions was identified, demonstrating in this scenario the commitment to new models of public management and governance, which remove constitutional rights, among others, the right to education. The main results of the study revealed that the education policies without the intervention of the State, resent the scarce investments, having the necessity of mobilization of the resistance subjects in the dispute of the public space for the guarantee of rights, that the scenario demands study and vigilance of the educators, because in the state of Rio Grande do Sul, the three last governments, despite constituting diverse proposals for the education area, aligned the educational politics to the neoliberal project. The neoliberal project is violent, it foresees the minimal participation of the State in the policies, and thus the market begins to regulate the relationships, creating a fertile ground for necropolitical and social fascism practices and movements, reproducing the logic of social inequality. Esta tese objetivou analisar os reflexos do projeto neoliberal na política da educação no Rio Grande do Sul realizando um estudo das três últimas gestões governamentais a partir de 2010, através da investigação das legislações que garantem a educação como direito fundamental, ou seja, o Plano Nacional de Educação, o Plano Estadual da Educação, e os documentos com as plataformas de governo das gestões Tarso Genro (2011-2014); José Ivo Sartori (2015-2018) e Eduardo Leite (2019-2021), comparando as gestões com relação a produção e execução de políticas educacionais no Estado, traçando possíveis contradições expostas no processo das políticas educacionais nas respectivas gestões. A abordagem da pesquisa é quanti-qualitativa, a metodologia utilizada compõe-se de um estudo de caso alargado e o método, uma pesquisa documental. Os dados foram analisados com o auxílio do software IRAMUTEQ (Interface de R pourles Analyses Multidimensionnelles de Textes et de Questionnaires), que possibilita a realização de análises estatísticas de dados textuais, ou seja, análises lexicais. Identificou-se a contradição do Estado que restringe investimentos públicos, porém não desprotege o mercado financeiro e as instituições privadas, demonstrando neste cenário o compromisso com novos modelos de gestão pública e governança, que retiram direitos constitucionais, dentre outros, o direito à educação. Os principais resultados do estudo revelaram que as políticas de educação sem a intervenção do Estado, se ressentem dos parcos investimentos havendo a necessidade da mobilização dos sujeitos da resistência na disputa do espaço público pela garantia dos direitos, que o cenário exige estudo e vigilância dos educadores, pois no estado do Rio Grande do Sul, os três últimos governos apesar de constituírem-se em propostas diversas para área da educação, alinharam a política educacional ao projeto neoliberal. O projeto neoliberal é violento, prevê a mínima participação do Estado nas políticas, e assim sendo, o mercado começa a regular as relações, criando-se um terreno fértil para práticas e movimentos necropolíticos e de fascismo social, reproduzindo a lógica da desigualdade social.
