Improving primary care services for mental health and substance abuse problems was one of the major goals of the Finnish national plan for mental health and substance abuse work.The study data are drawn from the Regional Health and Well-being Study samples. Participants reported their health service use.Women and young adults used more mental health services than did men and older citizens. However, a significant proportion of those with mental health problems had not used any health services.More attention should be paid on reducing the stigma associated to mental health and substance abuse problems both within the health care system and the society.
