Nanoneedle-shaped superhydrophilic Dy@Ni-MOF on carbon cloth is fabricated via Dy-induced valence electronic perturbation approach. Studies demonstrate that the strong electronic interaction of Dy/Ni species promotes the adsorption of oxygen-containing intermediates and accelerates reaction kinetics, thereby boosting OER performance.
