The article presents a profile of Jay Toole, director of the Shelter Project at the Queers for Economic Justice (QEJ). According to the author, the work of the Shelter Project focuses on the single adult shelter system. The author reports that Toole secured the public support of other lesbian, gay, bisexual, and transgender (LGBT) organizations by meeting with directors and staff at shelters, and meeting with local government leaders and representatives. The author adds that Toole's efforts eventually resulted in the piloting of a transgender policy to provide transgenders with the right to self-determined placement.
