Karangpatihan Village is a village located in Ponorogo Regency, this village was better known as "idiot village" in 2008, this was due to the large number of residents with mental disabilities (idiots). The low economy and poverty are the background to the large number of people with mental disabilities. Based on these problems, the Karangpatihan Village government is empowering families to create an independent community with mental disabilities. This research aims to examine the transformation of culture-based education family empowering in building a tourist village for people with mental disabilities. This research uses a qualitative research method with a phenomenological study approach. Family empowerment is a process of increasing the family's awareness, will and ability to recognize, overcome, maintain and protect themselves with the aim of improving their welfare. Family empowerment is carried out through transformation of understanding and skills so that they are able to change behavior in maintaining good culture and preserving it through efforts to pass it on to the next generation. The transformation process is carried out through a series of learning stages carried out by adults with other adults and children who are prepared to become members of society. Cultural education aims to shape humans so that they can demonstrate their behavior as cultural creatures who are able to socialize in the life of their community and adapt to their environment as an effort to maintain survival, both individually, in groups and in society as a whole. Through cultural education, we will be able to instill positive values so that learning participants are able to become human beings who have character, people who are capable and act in accordance with the norms or values that exist in society.
