The article discusses several issues on educational inter-racial conflict in the U.S. The minority group with poor socioeconomic conditions are more susceptible to discrimination practices. The findings propose that Black/Brown cooperation may be commonplace among bureaucrats charged with enforcing public policy, while competitive forces stay at work within the larger environment external to the bureaucracy.
