영문초록 : The world is planning to get the new conception for the economic order after WTO starting in these days. On the one hand, the new economic order make an attempt the infinite competition converting the world into a unification, and on the other hand make an attempt economic regionalism by the standard of each country's adjacent area. Especially what makes economic cooperated organization by regional groups already intensify uniy and activity of EU, NAFTA, APEC, ASEAN. The tendency like this is wideniry inter-dependence because interchanges and cooperations company North-East Asia were activated. 1. The important thing regarding the economic cooperation and development of North-East Asia is that the expression of a regional dominion competition between Japan and China about Asia and a hegemonic competition can be a primary factor threatening the optimic future through the economic cooperation of North-East Asia. China has been reinforcing military force to fill up a vaccum of the power occurs in Northeast Asia folding a opportunity that U.S.S.R has fallen down and U.S. has been become weakend and Japan is in criticism that makes a yen economic sphere taking the initiative in Asia by the accumulated economic power and contains the progressive policy against Asia with the intention of increasing military force and maintaining spreading the hegemony of Northeast area. China and Japan should pursue a economic cooperation with friendship and give up the regional dominion competition to seek for coexistence coprosperity. 2. Japan is a high developed country, Korea is a newly rising industrial country and China is a developing country in a constitution of yellow Sea Rim Economic Area. The models of development like this produce the maximum of economic development's effect and strengthen each country's mutual support still more. The structure of trade and economy is lately depending, deepening and developing, because of reasonable cooperation company little regionalism in the economic cooperation of Asia-Pacific area. Therefore yellow Sea Rim Economic Area also should develop little regionalism of Asia-Pacific Area. It is desirable that. the economic cooperation of circular yellow sea has the character of little regionalism of opened shape develop interdependent relation with other regional countries. 3. The form of wave diffusion in North east Asia is developing planning convert a specific regional cooperation into a national cooperation form a regional point of view and convert the relation of both sides into multiple relation form a methodical point of view in methodical planning. It is better main body of cooperation changes local government section or private section than the government witch participates from beginning. 4. Sang-Hai is located at very important point that connect Seoul, To-kyo and Bei-Jing by the center or waist of hanglider from function of city frame that get accomplished its Tri-angle Belt and the economic area between Yellow-Sea Rim Economic Area-East Sea Rim Economic Area and South-China Economic Area. 5. North-East Asia regional economic needs a bloc to prepare for infinite Competition by diffusion of regionalism and liberalization after WTO's start. The establishment of North-East Economic bloc is worth expecting reverse-turn, the side of the industrial structure and resources get to promote each interchange in the same regional country, also potential-growth in the same region at present. Therefore the Economic bloc will enjoy common prospect of economic in the same regional country.
