중국 화폐제도는 수천 년 동안 발전해 왔으며 춘추전국 시대에 금속주화가 유통되기 시작하였다. 진시황이 6국의 화폐를 통일하였는데, 진반량(秦半兩)은 중국 화폐 통일 역사의 상징으로서 이전 시기 오랜 기간 지속된 화폐 분열 국면을 종결했을 뿐 아니라 이후 2천여 년 동안 이어온‘천원지방(天圓地方)’의 주화형태를 개척했다. 한나라 초기에는 진나라 제도를 계승하여 반량전이 계속 사용되었고 한 무제 시기에는 상림삼관오수전이 주조되어 중국 역사상 화폐의 통일 주조와 광범위한 유통이 이루어지게 되었다. 당나라는 수나라의 제도를 계승하고 당 태종 시기와 당 현종 시기를 거치면서 대당성세(大唐盛世)를 이루었다. 화폐제도 측면에서는 개원통보가 발행되었으며 이후 1300년의 새로운 화폐체제를 개척하였다. 비전(飛錢)의 출현은 당나라의 경제가 번영과 그때 상업신용의 발달 등을 반영했다. 지폐는 송나라에서 나왔고 한편으로는 화폐 경제 번영의 자연스러운 결과이며 다른 한편으로는 군사적 압력에 의한 강제적인 혁신이었다. 지폐는 북송에서 일어나 원나라에서 크게 성행하였기 때문에 남송의 역할을 무시할 수 없다. 남송에 이르러서야 비로소 중국에서 지폐가 널리 유행하고 법정화폐의 의미를 갖게 되었다. 원나라에는 세계 최초로 순수 지폐제도가 시행되어 조정에서 통일적으로 발행되었는데 이 중 중통원보보초는 은을 본위로 하여 원니라 말까지 광대한 지역에서 장기간 유통되어 사용되었을 뿐만 아니라 남양 일대에 국제 화폐로 유통되었다. 후에 지원보초를 발행하였으며, 세계 최초로 완성된 폐제조례인『지원보초통행조획』이 더해졌다. 명나라의 지폐제도는 원나라를 계승했는데 화폐제도 통일 측면에서는 원나라에 비해 월등히 높아서 200여 년 동안 오직 한 종류의 지폐만을 사용하였다. 명나라 말기 대외전쟁으로 인해 재정위기가 발생하고 유럽의 은화 특히 스페인의 은화가 대량 유입되면서 은의 위상이 급속히 높아지면서 정부가 민간용 은의 금지령을 단계적으로 철폐하면서 중국 화폐제도는 은의 시대를 맞이했다. 청나라 말에는 화폐제도가 혼란스럽고 주조권을 각 성이 장악하고 있어 화폐의 통일이 어려웠다. 『폐제칙례』(幣制則例)의 반포를 통해 은본위제도를 실시하게 되는데, 『폐제칙례』에서 대청은폐(大淸銀幣)의 통일적인 주조를 규정하고 있다. 다만 유통되고 있던 외국 은화를 몰아내지 못했고 결국 통화 주권을 완성하지는 못했다. 남경 국민정부 시기까지 폐양개원과 법폐정책을 차례로 시행하였고 점차 외국인은행과 토종 상업은행의 화폐 발행권을 회수하여 화폐제도 통일을 초보적으로 실현하였다. 그러나 항전이 발발하면서 가파르게 불어난 정부의 재정적자는 지폐 발행에 전적으로 의존했고 이로 인한 악성 인플레이션은 극히 짧은 기간에 법폐제도의 신용 기반을 크게 흔들었다. 중화인민공화국 설립 후 위안화 제도를 시행하고 위안화를 법정화폐로 발행하였다. 1978년 개혁·개방 이후 중국 경제의 급부상과 점진적인 경제·금융 세계화의 진행에 따라 위안화는 세계 무대로 나아가기 시작했다. 위안화는 처음부터 화폐제도 독립 원칙을 가지고 불환지폐의 형식을 취했으며 금, 은 등 귀금속과 연계된 지배적인 본위를 배제하고 금 함유량을 규정하지 않고 있다. 이처럼 위안화는 처음 등장할 때부터 새롭고 독특한 화폐제도의 모습을 보여주고 있다. 40여 년의 환율제도 개혁은 위안화의 국제화를 촉진하는 길이었다. 최근 몇 년 동안 위안화 환율 형성 메커니즘 개혁이 지속적으로 추진됨에 따라, 시장이 환율 형성에 결정적인 역할을 하게 되었다. 위안화 환율이 상승하고 하락하는 쌍방향 변동, 환율 탄력성이 강화되어, 정상적인 통화정책을 자주적으로 실시할 수 있는 여건이 조성되었다. 중국은 시장 수급을 바탕으로 통화 바스켓을 참고해 조정하고 관리해주는 변동환율제를 중국 실정에 맞게 장기적으로 견지해야 한다. 세계화 시대에서 각 경제국 간의 경제와 금융은 상호 영향을 미치고 있다. 따라서 위안화 국제화는 피할 수 없는 주제가 될 것이다.
