This Study is a study that researches national policies on popular culture in Korea and China. It mainly analyzes the national policies of popular culture, especially the policies on the introduction of popular culture from other countries.In addition, there has been positive policies on the exchange of popular culture which has been conducted actively after Korea and China established diplomatic relations in 1992. Accordingly, the purpose of this study is to compare and analyze the importance, content and role of policies on a nation's cultural industry with China government’s ban on Korean entertainers due to Korea's deployment of THAAD in 2016 as a momentum. As the industrialization process of these two countries is summarized, the similarities and differences in policies which include control of these two countries' popular culture will be found out. Therefore, the researcher tries to study how the state power works with respect to the policies of popular culture. Hopefully, such research will help promote better ways of exchanging popular culture by absorbing good points from one country to another and analyzing the status of exchanges between these tow countries according to their policies.To better understand the state's control, it is necessary to analyze these countries' policies thoroughly, so in this paper it is going to compare them by solving and interpreting these two countries' popular culture policies. Furthermore, based on news reports of these two countries, this paper will figure out the degree and evidence of the state control through policies.The research method of this paper is mainly case analysis. The policies of popular culture were analyzed comparatively and the control policies through news reports were described. The actual conditions of industrialization of popular culture were analyzed.As we analyzed the policies and controls on the exchanges of popular culture between Korea and China, which are the center of this paper, and recognized the control of these two countries' popular culture basically, differences in national control over cultural exchanges between Korea and China are evident. While China's cultural exchange seems to have more control over the state, Korea's national control is weak. In particular, the recent ban on Korean entertainers in China is a policy that is clearly recognized by the public as the state's control over cultural exchanges. In comparison, Korea used to have great national control in cultural exchanges in the past, but it seems to have none now.Korea and China have expressed their culture and power within and between their countries through a long process of changes over the vast reaches of time. That has led to the present state's policy. Whatever the phenomenon of the policy may appear, it should be noted that the state, the dominant entity, should have the role and responsibility to protect and foster the autonomy and independence of culture, and that a more desirable change in the character of culture and cultural policies should occur in the increasingly complex modern society. China's control policy viewed in news reports is currently significantly lighter than that at the time of the THAAD deployment. However, China will also have to express its reasons with a frank and sufficient explanation for the ban on Korean entertainers and Korea will also have to seek and coordinate compromises for exchanges with China. If so, relations between China and Korea are expected to recover in the near future, for pursuing mutual interests.
본 연구는 한국과 중국의 대중문화에 대한 국가 정책을 연구한 논문이다. 주로 국가 정책이 대중문화, 특히 다른 국가의 대중문화의 인입에 대한 정책을 분석한다. 또한 본 연구는 그 동안 한중 양국이 1992년 한중수교 이후 활발히 전개된 대중문화 교류에 있어서 기본적으로 긍정적인 정책을 이어왔으나 2016년 한국의 사드배치로 인한 중국의 한한령(限韓令)을 계기로, 한 국가의 문화산업에 대한 정책의 중요성과 그 내용과 역할을 비교분석한 것이 그 목적이다. 양국 대중문화의 산업화 과정을 정리하면서 양국 대중문화의 통제를 포함한 정책에 대한 공통점과 차이점을 찾을 것이다. 그리고 이에 따라 서로 대중문화의 정책에 대하여 국가 권력이 어떤 방식으로 작동하는지도 연구하려 한다. 이러한 연구를 통해 국가 간에 문화교류에 도움이 될 수 있음을 기대하고 한국과 중국의 정책에 따른 국가 간 교류의 현상을 분석함으로써 서로 좋은 점을 흡수하여 더 좋은 대중문화 교류의 방안을 촉진하길 바란다. 국가의 통제력을 더 파악하려면 이러한 국가의 정책을 전면적으로 분석할 필요가 있기에 본 논문에서 양국의 대중문화 정책을 풀어보고 해석하면서 비교해 볼 것이다. 더 나아가 본 논문은 양국의 보도기사로 인하여 정책을 통한 국가의 통제력의 정도와 통제력의 증거를 인식해보도록 한다. 본 논문의 연구 방법은 주로 사례 분석이다. 대중문화 정책에 대하여 비교 분석하였고, 보도기사를 통한 통제 정책을 서술하였으며, 대중문화의 산업화 실태에 대하여 분석하였다. 본 논문의 중심 내용인 한중 대중문화 교류에 대한 정책과 통제를 분석하여 양국의 대중문화에 대한 통제력도 초보적으로 알아봤듯이, 한국과 중국 문화 교류에 대한 국가 통제력에서 차이가 뚜렷하게 나타나고 있다. 중국의 문화 교류에서 국가 통제력이 커 보이는 반면에 한국의 국가 통제력이 약한 편이다. 특히 최근 중국에서의 '한한령'은 문화 교류에 나타나는 국가 통제력이 대중들에게 분명하게 인식된 정책이다. 이와 비교할 때 한국은 문화 교류에서 예전에는 국가 통제력이 컸지만 현재는 거의 없는 것처럼 되었다. 한국과 중국은 오랜 시간을 걸친 시대의 변화 과정을 통해 자국내에서 그리고, 국가간에 문화와 권력을 나타내었다. 그것은 국가의 정책으로 현재까지 이어져 왔다. 그 정책이 어떤 현상으로 나타나든지 중요한 것은, 권력 주체인 국가가 문화의 자율성과 독립성을 보호하고 육성해야하는 역할과 책임을 지니고, 갈수록 복잡해지는 현대사회에서 더 바람직한 문화의 성격 변화와 문화정책이 등장해야할 것임을 알아야 할 것이다. 보도 기사로 본 중국 통제 정책은 현재 사드 배치 당시 보다 상당히 누그러지고 있는 분위기이다. 그렇지만 또한 중국은 한한령에 대해 솔직하고 충분한 설명과 함께 그 이유를 표명해야 할 것이고 한국 또한 중국과 교류를 위해 타협점을 찾아 조정해야 할 것이다. 그렇게 한다면 빠른 시일내에 중국과 한국의 관계는 서로의 이익을 도모하며 회복될 전망으로 보인다. 이와 더불어 한류금지령은 완전한 금지가 아니기 때문에 한국에서도 중국 시장을 겨냥한 콘텐츠를 개발하여 수출한다면 다시 한류가 물살을 탈 것이 제언이다. 허나, 한국에서 정치적 문제가 재발할 때 또 이와같은 한한령이 생길 것을 대비하여 한국에서도 중국과의 교류에 대해 중국 문화 산업의 본질 파악과 대책안 마련이 시급하다.
