Because lifelong learning is an unavoidable trend in the development of future education, the learning society is required to satisfy the needs of the lifelong learners. For this reason, universities are expected to play a big role in constructing the learning society and supplementing the lifelong learning system, Universities are at the core of constructing the learning society and also an important part of the education system for modern people. Therefore, it is necessary to examine in more integrative and systematic view the development trend of lifelong learning in many countries, the lifelong learning systems in higher education institutes and the plans to operate the institutes. In order to achieve this, the following problems were addressed: First, what is the opinion of Korean adult learners about the environment and project of lifelong education? What is the opinion of Chinese adult learners about the environmental education of university lifelong education? Finally, the adult learners in Korea and China What is the difference between the views of the environment and the project of university lifelong education. The survey studied 200 students respectively in lifelong learning institute of Chonbuk National university(Korea) and in continuing education institute of Shandong Normal University(China) to examine their learning needs. The study aims to explore the plans to supplement the development of lifelong learning in universities by exploring the problems currently inherent in lifelong learning in institutes in Korea and China, by satisfying the lifelong learners’learning needs and by encouraging people’s participation in lifelong learning.
