It had achieved a great success for the development of the basic education and the eight curriculum reform in China. These successes have also made a great contribution in promoting the development of the politics, the economic, the science and technology and the culture in China. The 21st century is an changing times and it has also a new period for the reform of the basic education curriculum. China's basic education curriculum has gone through nearly 30 years of reform and development, broadly experienced a recovery and start. The rise and development and the deepening of reform in three stages, involving curriculum research, curriculum management, curriculum implementation and evaluation of all-round, multi-level change. Also, it summarizes the development of the education curriculum reform from the starts to rise for the basic education in China in the past 30 years comprehensively in this paper. In order to further improve and develop the curriculum reform, research methods and ideas for the new curriculum reform practice to provide correct guidance theory and practice used to guide curriculum reform. The evaluation model of Chinese education reform policy is established by collecting the data of teachers’ opinions on the reformation by reading a lot of books and surveying on the website of the Ministry of Education throught the literature survey method and the comparative analysis method. It also summarizes and analyzes the problems existing in the current policy, and the shortage of the current research. We learnt the enlightenment by comparing the evaluation model of the basic education reform in between China and Korea. We will find out the innovation point and provide the valuable suggestion base on the previous researches. At present, China has developed a series of basic education policy reform measures, in the context, basic education policies continue to implement "people-oriented" school of thought, insist the government investment as the mainstay, multi-channel funds for education financial investment system, New national curriculum standards from the training objectives, course content and teaching arrangements reflect the new educational philosophy. Curriculum reform is a difficult system engineering, which involves curriculum theory, curriculum policy, curriculum design, curriculum organization, curriculum implementation and management and many other changes. Though the course objectives, structure, content, preparation and other comprehensive adjustment and reform has been basically formed a line with our educational practice, subject to set a more comprehensive system of basic education curriculum China's basic education curriculum reform experiment from scratch, gradually curriculum decision-making and the perpetrators are in importance as an integral part of the reform through the curriculum reform. The curriculum reform in China which include the curriculum policy, the curriculum evaluation, the curriculum target and so on has made some achievements. More and more criticism and carelessness comes up. There are still many problems in this reform: 1. The policy formulation is not scientific. 2. The curriculum standard concentrates in the urban area, rather than the rural area. 3. In the process of the policy implementation, it has not achieved completely. 4. Policy evaluation system has not been set up, so the reform is not effective. 5. It’s more difficult to make the decision for the management policy and the teachers suffered a lot. We will provide the effective solution for these problems in the paper. It integrates the relative studies on the basic education reform policy in China and makes a systematic elaboration about the current situation of the basic education reform policy, policy implementation, the evaluation system and so on. It also provide the enlightenment for the curriculum reform in China by the introduction of the curriculum reform in Korea. The problems existing in current basic education in China is pointed out, and the effective solution is discussed. By the analysis of the literature for the education reform policy over the years, the reform suggestion is provided for the current curriculum policy, the curriculum implementation, the curriculum innovation and development. It will further improve and develop the method and the thoughts of the curriculum reform research and provide the theoretical basis for the curriculum reform practice which will contribute to lead the curriculum reform practice and has the important theoretical value and the profound realistic meaning.
