중국경제의 급성장은 세계금융위기 이후 중국의 국제적 위상 및 영향력의 확대로 연결되었으며, 이는 곧 위안화 국제화 정책의 배경이 되었다. 중국정부는 중국의 경제 역량에 상응하는 국제경제 질서에서의 발언권과 영향력을 실현할 수 있는 도구가 필요하고, 위안화 국제화는 이를 위한 가장 유효한 수단이라는 것이다. 중국은 국제 금융기구의 불균형한 운영으로 인해 국제 통용화폐 및 기축통화로서 미국 달러화의 위상이나 역할이 과고하게 자리매김 됐다는 입장이다. 중국은 국제 경제 질서에 대한 영향력이라는 측면에서 미국 달러화를 위안화 국제화의 역할 모델로 삼고 있다. 세계 2차 대전 이후 브레튼우즈 체제의 출범을 가능하게 했으며, 미 달러화의 세계 통용화폐화와 기축통화화에 결정적 기여를 했던 미 달러의 금본위 제도는 브레튼우즈 체제의 붕괴와 함께 더 이상 존재하지 않는다. 또 EU과 일본, 그리고 중국 등 미국외 경제가 세계 GDP에서 차지하는 비중이 빠르게 증가했음을 감안한다면, 미 달러화의 국제지위는 과도하다고 할 수 있다. 이에 이 논문은 중국의 위안화 국제화에 대한 배경과 추진 현황 및 향후 전략, 특히 경제적 효과 및 리스크에 대한 자세히 살펴보도록 할 것이다. 위안화 국제화를 통해 얻을 수 있는 이익은 많지만 직면할 리스크도 간과할 수 없다. 위안화 국제화의 이익을 본다면 주로 두 가지로 볼 수 있다. 첫째, 위안화 공급의 증가에 기인한 화폐발행차익(Seigniorage)수입 증가이다. 둘째, 경외 위안화 자산에 대한 금융 투자의 순수익이다. 또는 무역 및 자본거래에 위안화가 사용됨에 따라 관련된 부문의 성장이 가능하다. 특히 위안화 표시로 인해 무역 및 자본거래가 증가하면 환율 변화에 따른 위험이 줄어든다. 위안화가 국제화 되는 경우 중국이 대외 무역에 있어서 자국 통화로 결산 할 수 있으므로 외환보유고를 절약할 수 있기도 하고 통화불일치로 인해 입는 위험도 줄어들 수 있다. 한편 위안화 국제화 촉진 과정 중에 다음과 같은 몇 가지 리스크를 경계해야 한다: 자본 역전의 충격、화폐정책 조절 어려움이 증가、화폐대체 위험 및 트리핀 딜레마. 이러므로 중국은 위안화 국제화를 추진하는 과정 중에 누릴 수 있는 이익과 입을 수 있는 위험을 동시에 고려해야 하고 신중하게 추진해야 한다. 마지막 부분에 위안화 국제화의 조건인 환율의 안정성과 태환성 및 보편성 등을 평가하면서 중국의 위안화 국제화 한계 요인들을 지적하고 향후 추진 전력을 제출한다. 그러나 “천리길도 한걸음부터”라고 한다. 중국은 위안화를 완전태환과 국제화하는 데 이미 첫 걸음을 내딛었다. 비록 위안화 국제화가 아직 먼 길을 가야되지만 중국과 위안화는 국제경제 촉진하는 데에 커다란 잠재력을 갖고 있다.
The rise of status and influence of China in the world after the global crisis is closely related to the rapid growth of China's economy, which can be regarded as the background of the internationalization of RMB. Chinese government choose internationalization of RMB as a way, which is the most efficient, to assume a more global role commensurate with its growing economy in the long run. China argues that the supreme position of the US dollar as a global medium of exchange and a reserve currency is overrated due to the imbalance in the international finance institutions. China is regarding US dollar as an example, in respect of its influence on the global economy, for the internationalization of RMB. The Bretton Woods System was launched right after the second World War, and the Gold Standard System, which had played a crucial role in making US dollar a global medium of exchange and a reserve currency, was collapsed with the collapse of Bretton Woods System. Also, considering the rapid increase of Europe, Japan and China in proportion of the world's GDP, it is observed that the supreme international status of US dollar is overvalued.This paper will take a closer look at the background and current situation of the internationalization of RMB firstly, then give a detail analysis of benefits and risks, which can not be ignored even though the benefits are great, during the procedure of internationalization. The benefits of internationalization of RMB can be divided into two. The first one is seigniorage coming from increasing supply of RMB. The second one is net profit obtained from financial investment in Renminbi assets overseas. Also, the expanding use of RMB in trade and financing will accelerate the development of all departments involved. Especially China will minimize the risks of exchange rate fluctuation in international trade and financing since the RMB-denomination. Furthermore, RMB can be used in trade settlement if RMB becomes an international currency, then China can both save its foreign-exchange reserves and reduce the currency mismatch risks. On the other hand, China also has to be alert to the following risks during the process of internationalization of RMB: capital reverse, difficulty of monetary policy control getting hard, currency substitution and Triffin's dilemma. Therefore, China has to take both the benefits and risks into consideration and then promote internationalization of RMB circumspectly. The last part will gives future strategies for internationalization of RMB regarding potential problems in respect of the requirements of being an international currency. However, "a journey of thousand miles begins with one small step." China has indeed taken small first steps in prepartion for full convertibility and the internationalization of the RMB. Even though the process could be a fairly long one, China and its currency have great potential to play a more positive role in the global economy.
