In order to answer the research question of 'how the listed world cultural heritage is being managed now? and hereafter how the sustainable development for world cultural heritage will be managed?', the study was started. The study holds the goal of 'Management effectiveness evaluation for world cultural heritage'. And upon this, it aims to find answers to the question of the evaluation criteria for management status and its basis and principles.This study was originally planned in choosing the right method of research and analysis, acknowledging the necessity for bringing international perspective into the methods, and seeking specific solution for management effectiveness evaluation of world cultural heritage, given its archeological and practical values.First, the alternate indicators of management effectiveness evaluation were set up based on international principles which were published by UNESCO, ICOMOS etc. Meanwhile the international contents of management and requirements were reflected in the alternate indicators of management effectiveness evaluation. The results were that five evaluation categories included context, planning, setting, tourism and community were divided and each of the evaluation categories 13, 7, 9, 10 and 7 a total of 46 alternate indicators were selected. Next, to develop evaluation criteria for Management effectiveness evaluation of world cultural heritage by using Delphi Technique, three rounds of surveys were conducted on a selected expert group to derive and structuralize the evaluation factors. 46 factors got channeled into 32 factors after Delphi survey on appropriateness and credibility. The selected indicators were 7, 6, 7, 6 and 6 respectively in the five evaluation categories.Then the 32 factors were analyzed with Analytic Network Process(ANP) Technique, a successive decision making method, to understand their relative importance. And among the five evaluation categories, 'context' turned out to be the most importance, with a score of 0.2219. Also, among the categories of context, 'financial aid and management' turned out to be the most importance, with a score of 0.2761. among the categories of 'Planning', 'monitoring(0.3081)', among the categories of 'Setting', 'development collisional frequency(0.1946)', among the categories of 'Tourism', 'development of tourism resources(0.2766)', among the categories of 'Community', 'inhabitant participation(0.3156)' turned out to be the most importance. And then, by putting the factors in order according to their relative importance and scores, this study provides Evaluation criteria for the management status of world cultural heritage.Finally, with Gyeongju Historic Areas as the research object, Management strengths and weaknesses of Gyeongju Historic Areas was diagnosed by the management effectiveness evaluation. The results were that five evaluation categories included context, planning, setting, tourism and community were evaluated, with a score of 9.9, 7.2, 16.2, 6.5 and 9.5, a total of 49.3. Based on the results of evaluation, improvement of the five evaluation categories were proposed.
