Think Tank is helpful intelligence-based organization for decision-makers (whether the decision-makers from business or government) to make scientific decision-making. And It's also a popular term for organizations serving as ‘external brains’of the government. Western scholars have thus emphasized independence from government, political parties and interest groups and nonprofit status as defining organizational features of think tanks. For example, Stone defined think tanks as ‘nonprofit organizations engaged in the analysis of public policy issues independent of government, political parties and interest groups’ (Stone, 1996: 16). Rich defined think tanks as ‘independent, noninterest-based, nonprofit organizations that produce and principally rely on expertise and ideas to obtain support and to influence the policy process’(Rich, 2004: 11).China, however, cannot simply copy the western concept of think tanks. Strictly speaking, there are no such organizations in China due to China’ one party dominated system—hough organizations providing policy research and advice to the Chinese government have existed for decades. "China think-tank" is a specific form of organization, which has the objective existence can be verified the number, size (funds, personnel, business volume), nature and other factors. And There is a growing interest in China’ think tanks within and outside China. But many questions remain to be answered. How have their roles changed over time? Why are some think tanks more active than others in some areas, but less so in others? To answer such questions, this study aims to analyze and evaluate their capacities of 13 think tanks performance instituted in China. As a pilot study, the study employs two indicators which derive from McGann's Model of think tank evaluation, and they are two resource indicators of financial and human resources and two demand resource indicators of direct and indirect information diffusion mechanism. Research results show that each think tank must: 1. focus on the policy development research job rathe than government agency's daily duty implementation; 2. put more efforts to promote self-reliance financial measures rather than depending on the government budget; 3. expend more budget into the research project than into general expense; 4. put more emphasis for the improvement of non-current liabilities to secure better financial sustainability; 5. maintain the virtuous circle liabilities to secure better financial sustainability; 6. establish the mass media exposure strategies for better indirect policy information diffusion; 7. find new channels rather than the old traditional direct policy information diffusion mechanisms.I believe that the value of Chinese think tanks is that when the Government is facing clutter of information input and can not make a correct and effective decision-making, or when the government in order to free up more time to provide public services, it can make plans for the government instead of making government policy decisions. It provides a decision-making system without changing China's current circumstances, which of is an adjustment policy instrument of policy process. Considering China institutional reform’s dilemma, the full development and effective use of think tanks is no doubt a new valid path to reduce the government burden and obtain the purpose of the institutional reform.
중국 싱크탱크는 개혁개방 시기의 사회변화와 함께 규모나 수량 면에서 비약적으로 발전하였다. 중국 역사상 최초로 2006년에 전국 10대 싱크탱크 회의를 개최하였다. 2009년에는 비록 경제영역이기는 하지만 전 세계적인 규모의 국제 싱크탱크 회의를 개최하기도 하였다. 중국의 싱크탱크는 그 규모에 있어 이미 세계 제1의 수준에 도달하였다. 그 질적인 측면에 있어서도 세계 수준에 결코 뒤떨어지지 않는 것으로 보인다. 바야흐로 중국에 싱크탱크의 시대가 만개하기 시작한 것이다.본 연구는 중국 정부 정책연구소가 그동안 얼마만큼의 실효성을 거두고 있고 정책정당의 발전이라는 설립 목적을 충실히 수행하고 있는지에 대하여 정부 정책연구소의 "연간 활동 실적 보고서"를 중심으로 McGann의 지표를 활용하여 그 활동 내용을 평가했다. 그 결과 정책개발과 정책경쟁을 유도하기 위하여 국가는 정당정책연구소를 지원하고 있으나 실제 운영이 본래의 취지를 제대로 살리고 있다고 보기 어려웠다. 잔액예산비율이 높았고 정책연구소의 기능을 충분히 발휘할 수 있을 정도의 전문연구원을 확보하고 있지 않았다. 또한 연구소 자체 연구가 대다수를 차지하고 있어 소수의 연구진이 다양한 주제를 연구하기 힘들었다. 또한 연구 분야는 외교, 경제, 정치, 행정, 복지, 교육, 국방, 과학기술정보통신 분야에 편향되어 있었다. 본 논문은 중국 정부 정책연구소가 발전하기 위해 다음과 같은 개선방안을 제시했다. 첫째, 싱크탱크의 전문성을 강화시켜야 한다. 싱크탱크의 발전을 위해서는 무엇보다도 젊고 유능한 전문가를 많이 영입해야 한다. 싱크탱크는 문자의 의미 그대로 유능한 싱커(thinker)들이 모여 있는 탱크(tank)가 되어야 하기 때문이다. 그렇지 않으면 “싱커 없는 빈 탱크(Empty Tank without Thinker)”로 전락하고 만다. 둘째, 장기적 계획을 수립하여 연구주제에 대한 지속적인 관심을 지녀야 하며 연구소 자체 내에서 정책분석과 응용연구의 전문가 비율을 높이는 인적 충원의 문제를 고려해야 한다. 셋째, 각 싱크탱크가 충분한 자율성과 독립성을 지니면서도 각 정당이 표방하는 이념이나 가치를 실현시킬 수 있도록 제도적 장치를 마련할 필요성이 있다. 뿐만 아니라 각 싱크탱크의 예산은 단년도 예산주의 원칙에서 예외로 인정하여 중장기적 정책연구를 할 수 있는 방안을 모색할 필요성이 있다. 넷째, 중국 정당연구소의 사회적 파급효과는 아직 미미하다. 다양한 영향력 평가지표 중에서 특히 언론노출정도와 홈페이지 방문자수를 통한 분석 결과가 매우 낮게 평가되었다. 싱크탱크의 생명력은 사회적 영향력에 있다. 싱크탱크의 권위는 사회적 인지도와 영향력에 따라 결정된다. 향후 획기적 개선이 이루어져서 다른 국가연구기관보다도 정부 싱크탱크들이 주요 정책대안 개발에 더 큰 영향력을 미칠 수 있어야 한다. 다섯째, 연구성과를 엄격히 평가하는 시스템을 구축하여 싱크탱크들의 재정운영이 단순한 “영수증챙기기식 예산사용”의 관습에서 벗어나 정확한 평가에 근거한 차기년도 예산배분시스템의 도입을 고려해 볼 필요가 있다. 마지마으로, 다양한 집단이 견해가 반영될 수 있는 방안을 적극적으로 모색할 필요가 있으며 시민들에게 맞는 정보의 창구를 개발하여야 할 것이다.향후 중국 싱크탱크의 문제는 다양하고 변화하는 대외적 상황에 유연하게 대처하기 위해 기존의 관변 위주에서 탈피하여 어떻게 다양성과 독립성을 획득하느냐가 중요하다. 현재 중국의 상황은 이러한 추세를 향해 나아가고 있다. 단, 싱크탱크의 자율성을 획득하기 위한 조건으로서 재정적 자립을 위한 시장이나 자금 운용 메커니즘이 아직 충분히 형성되지 않아 단기간에 이러한 변화를 이끌어 내기에는 다소 어려움이 존재한다.
