As many scholars have said, the relations among government, business and NGO can also be described precisely by a triangle; these three elements will form a complementary, influencing, coordinate, constrained unified community and develop synchronously under such a special relation. With the failure of government and enterprises’ binary framework, NGO has grown up to a major organizational innovation which escapes the binary framework or above. The high wisdom, behavioral effects, value it holds and spirit of tolerance, make NGO represent the direction of the times and community's long-term benefits. NGO also plays the role of advocating social progress. However, NGO has a distinctive governance characteristic, because of its public properties and the high level separation of power. Therefore, congenital absence of owners leads that the government-NGO relationship needs a more harmonious and stable development environment. This research starts from the overview of government-NGO relations. With the analysis to the meaning represents by NGO and development procedure, we describe a complete picture of NGO in modern times as much as possible. Through the analysis of three cases: the 5.12 Wenchuan earthquake in Sichuan province in China, the Environmental Protection in China (Alxa) and poverty alleviation (CFPA), we obtain the role of NGO in China and its positive effects to the policy making of Chinese government.
