Facing the movement of Fund Management Center(FMC) of National Pension Service(NPS) in 2016, JeonBuk begins to pursue fostering the asset management industry in this region. The asset management sector including fund management of NPS is based on the financial investment industry and capital markets. All the capital market institutions, especially headquarters which provide whole financial services for institutional investors are located in Seoul, capital city. Furthermore, JeonBuk has little infrastructure for the capital market industry, which may result in great uncertainty, and trial and errors in the course of implementation of development strategy. To overcome these difficulties and make the development more efficient, JeonBuk has to have a blueprint which plans the optimized development strategies based on the deep understanding of capital markets as a whole and financial structure which reflects the realities of this region. It also should be the one that leads the financial development of the region, and connects the development with the fund management service of the FMC, and thus results in the economic growth of this region. For this purpose, this study analyzes recent state of the pension fund management, the management structure, and its organization. Base on the analysis, the financial services which can be provided in JeonBuk for the fund management are suggested in relation with the required operation level and sector for the fund management. For the financial services to be realized, this study investigates the institutional aspects that stipulate the capital market financial institutions, such as securities firms and asset management companies. It can provide the conditions for new entry of financial institutions that make financial services for the fund management of FMC in JeonBuk. Based on the data of manpower, financial statements of capital market financial institutions(securities firma and asset management companies), this study makes empirical analysis to estimate the relationship between potential cost and the benefit of the new entry of financial institutions in JeonBuk area.
