The purpose of this sturdy was to analyze the problems of child care and related policies and systems currently in multi-dimensional process, and to suggest improvement strategies accordingly. For this purpose, expert interviews were conducted with 22 experts in child care and their contents were analyzed. The results of the analysis are: First, the fragmentation of the child care system; Second, the child care system vulnerable to disparities; Third, the inconvenience of service users due to the provider-centered administration; Fourth, insufficient management for child carer; Fifth, difficulties to understand because of voluminous information, It was divided into five major categories and 12 medium categories. Based on these results, it is proposed to establish and activate an intermediary organization for the integrated care system, to develop a standardized curriculum for strengthening the competency of care workers, to reduce the gap by region and area, and to improve the personnel relationship focused on service users. The limitation of this study is that the perspectives of practitioners and researchers, not actual users of the child care system such as parents, are not reflected in this study.
