The characteristics of excitation system, speed regulating system and other control links during the “12.24” forced power oscillation event of Zhaoyang Power Plant were analyzed in details, which caused of the forced power oscillation, were investigated in the paper. It was found that the power transmitter had transient measurement anomalies under the excitation inrush current, which led to the periodic fluctuation of the IGV control loop. Base on the situation above, power oscillation prevention measures are presented in the paper, such as temporarily locking the power measurement feedback value of the unit in the IGV loop and adjusting the AGC strategy before charging the main transformer. The proposed measures can prevent similar power oscillation events, effectively assist the safe and stable operation of subsequent units, and provide experience for the safe operation of other power plants.
