增强煤矿应急管理的科学认识,完善煤矿应急管理的系统流程,有助于提升矿山应急管理能力.本文以重庆市松藻煤矿事故为实证研究对象,以"4L-5S"机理分析模型为理论基础,通过对该突发事件的回顾和梳理,系统分析了事故的孕育、发生、发展、衰退与终结机理.在此基础上,提出了加强基层安全监管、打破机构协作壁垒和加快形成全生命周期应急管理等建议.煤矿应急管理应促使煤矿应急管理模式向"防风险,共协作,全周期"的方向不断优化,实现煤矿应急管理从非常态危机应对转变为常态化安全管理,更好地防范矿山安全风险,应对事故风险挑战.
Strengthening the scientific understanding of coal mine emergency management and improving the system process of coal mine emergency management can help improve the ability of coal mine emergency management.This article takes the Songzao coal mine accident in Chongqing as the empirical research object,and uses the"4L-5S"mechanism analysis model as the theoretical basis.Through reviewing and sorting out the emergency event,it systematically analyzes the mechanism of the accident's breeding,occurrence,development,decline,and termination.On this basis,suggestions of strengthening grassroots safety supervision,breaking down institutional collaboration barriers,and accelerating the formation of full lifecycle emergency management for coal mine emergency safety were proposed.Coal mine emergency management should be continuously optimized in the direction of"risk prevention,collaborative efforts,and full cycle"to promote the coal mine emergency management model.This can transform emergency management in coal mines from unconventional crisis response to normalized safety management,better prevent mine safety risks,and respond to accident risk challenges.
