국내에서 운영되고 있는 교통신호제어시스템은 대부분 독립제어 방식의 일반신호제어기가 설치되어 있으며 2010년 이후 전자신호제어기가 설치되고 있다. 전자신호제어기는 통신모뎀을 내장하고 있으며 이를 통해 중앙 센터와 주요 정보를 공유하고 있다. 그러나 대부분의 전자신호제어기는 전용 폐쇄망을 설치하여 물리적으로 분리된 네트워크를 구성하여 네트워크 환경을 구축해야 하므로 시간과 비용이 많이 든다. 이러한 문제를 해결하기 위한 방법으로 공중망을 통해 중앙센터와 각 지역 신호제어기의 네트워크를 구축하고 정보보호제품을 도입하여 이를 안전하게 운영하는 조치를 모색하고 있다. 일부 지자체에서는 공중망에서 안전한 보안채널을 구축하고 운영하기 위해 정보보호제품을 도입하기 시작했고, 점차 여러 지자체로 확대되고 있다. 하지만 정보보호 조치를 목적으로 도입한 정보보호제품은 독립된 사설망을 운영하기 위한 목적으로 여러 조직 또는 기관별의 정보 공유에 어려움을 가지고 있다. 이러한 이유로 교통신호제어시스템은 다른 교통 관련 시스템과의 연동이나 타 지자체 간의 정보 공유가 어려운 실정이다. 본 연구에서는 교통신호제어시스템에 정보보호제품이 도입되기 위한 새로운 방안을 제시하고자 한다. 현재 독립적으로 운영되고 있는 보안체계의 문제점과 원인을 찾고 지자체간의 통합된 인증체계를 구축함으로써 정보교류의 유연성을 확보하고 더욱 안전한 보안체계를 가져가는 설계방안을 제시하고자 한다.
Most of the traffic signal control systems operated in Korea are equipped with stand-alone control general signal controllers, and electronic signal controllers have been installed since 2010. Electronic signal controller is embedded with communication modem and shares major information with central center. However, most electronic signal controllers are time-consuming and costly to configure physically separate networks to build a network environment. To solve these problems, a measure is being sought to establish a network of central centers and regional signal controllers over a public network and to operate them safely by equipping information protection products. Some local governments have equipped information protection products to form and operate security channels that are safe in public networks, and are gradually expanding to many local governments. However, the information protection products introduced for the purpose of measures to protect information have difficulty sharing by organization or agency with the aim of operating an independent private network. For this reason, it is difficult for the Traffic Sign Control System to link with other traffic related systems or to share information among other local governments. In this study, we propose new measures for introducing information protection products into the traffic signal control system. By finding problems and causes of the security system that is currently operating independently and establishing an integrated authentication system between local and provincial governments, we are going to present design methods that ensure flexibility in exchanging information and bring safer security systems.
