A permanent deformation model of asphalt concrete based on shear properties is developed and calibrated in this study. Two types of laboratory tests, triaxial compressive strength (TCS) and repeated load permanent deformation (RLPD) tests, on three types of asphalt mixtures with various volumetric properties are performed at various loading and temperature conditions to correlate the shear properties with the rutting performance. A rational approach is proposed to determine Flow Number (FN) more accurately using the Hoerl model and roughness penalty method. Also, a simplified method for determining the cohesion and friction angle of asphalt mixtures using indirect tensile (IDT) strength and uniaxial compressive strength (UCS) tests is validated. It is observed from the tests results that the FN is not accurate enough to differentiate the rutting characteristics of asphalt mixtures. Unlike the FN, the ratio of shear stress to strength τ/τ_(f) accurately identifies the mixture rutting performance. Since the same value of the τ/τ_(f) produces the same level of the permanent strain regardless of the mixture types and testing conditions, the ratio could be used as the rutting criteria for a performance-based mix design. It is also found in the RLPD tests that loading and environmental conditions, such as deviatoric stress, confining pressure, test temperature and load frequency, significantly affect the permanent deformation of asphalt mixtures and are needed to be incorporated in the prediction model. Three different versions of the permanent deformation model based on different input levels are proposed and verified using the tests data. Then, the model is further calibrated using an Accelerated Pavement Testing (APT) data set conducted on a typical pavement structure at various temperatures. The proposed model based on the τ/τ_(f) of asphalt mixtures can successfully predict the permanent deformation of various asphalt mixtures all the way up to failure including the tertiary flow under a wide range of loading and temperature conditions without changing model coefficients.
