在国际、国内大力推行总承包发包的大背景下,向工程公司(工程总承包企业)转型已成为必然趋势.工程总承包企业应当具有与工程规模相适应的工程设计资质,同时具有相应的组织机构、项目管理体系、项目管理专业人员和工程业绩,因此,建立总承包项目管理体系是对总承包企业的基本要求.在充分了解总承包管理体系的背景及意义的前提下,按照相关总承包标准分析项目管理特点,通过总承包业务管理调研、总承包项目管理组织设计和体系策划,将总承包业务分为工程创造过程和工程管理过程,并通过工程创造过程和工程管理过程构建总承包项目管理体系(共16个模块),最终形成包括流程、工具模块、操作表单在内的制度体系文件.
It is an inevitable trend to make the transition into the engineering company (EPC compa-ny) as the EPC is strongly promoted at home and abroad.An EPC company should have the engineer-ing design qualification corresponding to the engineering scale.The company should also have the cor-responding organization, project management system, project management professionals and project performance. Thus, establishing EPC project management system is the basic requirement for EPC company. In the premise of fully understanding of the background and significance of EPC manage-ment system,analyzing project management features according to relevant EPC standards,and through the EPC management investigation, and organization designing of EPC management project and sys-tem planning, the EPC business is divided into project production process and project management process,and then 16 modules of EPC project management system are established through the two pro-cesses. Finally, the system documents, including procedures, tool modules and operation forms, are achieved.
